摘 要

遵循新时代社会主要矛盾转化的原理，是准确研判中国群众体育需求与供给矛盾的基本依据。认识和引导群众体育需求变化，改进并提升供给质量，是推动群众体育发展的主线和关键。运用文献资料法等研究方法，论述群众体育需求变化的主要表征，指出群众体育发展中的供给困境。认为：应对群众体育发展中的供需矛盾，必须坚持以人民为中心的发展思想，认清群众日益增长的体育需求;加快公共体育服务体系建设，保障群众基本的体育需求;激发体育市场的活力和潜力，满足群众动态的体育需求;发挥体育社会组织作用，适应群众多元的体育需求。

The Development of Mass Sports in the New Era：Guiding Demands and Improving Supplies

Abstract

Following the principles of social main contradiction transformation in the new era is the essential basis to precisely study and judge the contradiction of China’s mass sports demand and supply.Recognizing and guiding the changes of mass sports demands as well as improving and promoting supply quality are the main threads and the key to mass sports development.By using the method of literature review，the article discussed the main characteristics of demand changes，and the main problems of supplies in mass sports.It holds that we should follow the thought of people-centered to recognize their ever-growing sports demands;we should speed up the construction of public sports service system to ensure people’s basic demands;we should stimulate the vitality and potential of sports market to meet people’s dynamic sports demands;and finally we should make sports social organizations play important roles to adapt to people’s various sports demands.

党的十九大对中国社会主要矛盾做出了重大政治判断，认为“新时代中国社会主要矛盾已經转化为人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾”[1]。这是中国特色社会主义进入新时代的重要标志，是准确认识体育发展的时代坐标，也是做好群众体育工作的重要依据。社会主要矛盾的转化反映在体育领域中，就是人民日益增长的美好生活的体育需要和不平衡不充分的体育供给之间的矛盾，在群众体育中突出表现为群众体育有效供给难以满足多元化、生活化、个性化的群众体育需求。需求与供给的关系是分析新时代社会主要矛盾的基本切入点，也是认识群众体育发展最基本又最具普遍性的范畴。

国际经验表明，人均GDP达到6 500～7 000美元时，体育健身需求进入快车道[2]，体育消费较大规模的有效需求开始形成[3]。2018年，中国人均GDP已突破9 000美元[4]，体育作为人民美好生活需要的必要组成部分已成为时代共识，群众体育需求变化的现实已证明这一趋势。与日益增长的群众体育需求相比，供给方面则暴露出超越粗犷式、生产性供给的精细化、发展性和分配性供给的欠缺。新时代群众体育的发展路径已由传统的“间架性的设计”（schematic design）[5]，即由国家组织发动的、自上向下的“笼罩式”发展模式，转变为群众自发生成并不断丰富的参与体育、共享体育之路，避免单凭扩张国家体育管理机构，而非重视自身发展效益和人民“获得感”的“内卷化”[6]现象。深刻认识并合理引导群众体育需求，着力改进并提升供给质量，解决群众体育需求的“应然”和不平衡不充分供给的“实然”之间的矛盾，是推动群众体育发展的主线和关键，关系到全民健身和健康中国战略的推进，影响着体育强国建设的进程。
